Refreshed Strategy for Perth Airport

The client
Following a large scale corporate restructure and a new strategy being implemented, Perth Airport sought Churchill’s support to conduct a strategy execution review and refresh for its corporate strategy. A necessary undertaking in order to respond to changes in their external environment and regulatory shifts, whilst supporting their vision to become Australia’s Western Hub.

Our approach
A strategy of this size requires significant internal and external strategic reviews, context gathering and distillation to identify progress on strategy execution and required changes to strategy. This information enables Perth Airport to best position themselves to respond to new opportunities or accelerate in-flight initiatives.
Perth Airport’s ownership structure also required a unique approach, since Directors are owners representatives, and ultimately make the key investment decisions on large scale strategic projects such as major capital works programs.
A blended team of Churchill and Perth Airport Executives and Senior Management was brought together to lead strategy development, strategic modelling, and support strategy execution for Perth Airport. Working side-by-side with the Perth Airport team to identify key shifts in specific landscapes, we developed corporate strategic initiatives and action plans.
To ensure impact against key performance indicators, we worked closely with the finance team to refresh strategic modelling, providing quantitative analysis on the impact strategic initiatives will have on Perth Airport’s Enterprise Valuation out to the year 2040.
This approach was supplemented with extensive detail on strategy execution and Enterprise Project Management (ePMO). This provided a strong support base to enable detailed strategic conversations on critical topics.
The outcome
The outcome was a refreshed strategy for Perth Airport, with ambitious targets set over multiple time horizons and supporting action plans required to execute the initiatives contained within the strategy.
The Perth Airport Board examined the strategy in detail. To support this examination, the Board were engaged in strategic deep dive conversations with the Perth Airport Management Team around key initiatives and their impacts to obtain commitment from investors to fund the major initiatives contained in the strategy.
The strategy was endorsed by the Board and in-principle agreement was delivered to fund major capital works and Airport estate development programs, which are forecast to cost over a billion dollars over the next decade.
